BCWA Board to Address 'Audit'
The board of directors of the Bristol County Water Authority is holding a special meeting on Wednesday, June 29, to discuss the recently completed rate study and “performance audit” of the organization.
The meeting will be held in the board room at the BCWA offices at 450 Child St. in Warren. It starts at 6 pm.
The audit found a host of management inefficiencies and excessive spending for labor costs in particular. B&E Consulting of Providence, which completed the performance audit for the Barrington, Warren and Bristol town councils and BCWA, also made a long list of recommendations to deal with their critical findings.
Here are excerpts from the initial response of the BCWA board and executive director Pasquale DeLise to the audit and recommendations. BCWA had about three weeks to respond after receiving the draft report. The response was a part of the 135-page audit submitted to the town councils on June 15.
“BCWA welcomed the opportunity to have an Efficiency Report done on its operations and welcomes the opportunity to respond to the findings and recommendations made in the B&E report.”
That was the opening sentence of BCWA’s response. The second sentence indicated that the BCWA was not completely satisfied with the time it had to respond.
“It mus be noted, however, that there was insufficient time to investigate some of the findings in relation to peer water utilities ... thereby limiting the amount of time that a response could be formulated in a thorough way.”
Nonetheless, according to BCWA’s response, “many of the efficiency recommendations of B&E are on point and have been recognized by the board and management; but for the budgetary constraints and labor contract terms, many of these recommendations might have been implemented already.”
The BCWA also describes the water system as somewhat unique, with more constraints on efficiencies and costs than other water systems.
Water authority employees also have an average longevity of 21 years, BCWA said, and in departments with higher salaries than in comparable positions elsewhere, average longevity of 27 years.
BCWA also emphasized that the report shows no evidence of wrongdoing, fraud or mismanagement of assets.
